India: Vizag Steel floats tender for 300,000 t imported LAM coke procurement

Rashtriya Ispat Nigam Ltd. (RINL) has invited a global tender for procurement of 300,000 tonnes 10% Imported Low Ash Metallurgical (LAM) Coke to support blast furnace operations at Visakhapatnam Steel Plant. The tender requires supply in six parcels of 50,000 tonnes 10% on a FOB (Trimmed) basis, with deliveries scheduled within 30-180 days from LOI/Acceptance to tender, nominated loading ports, with discharge planned at Gangavaram Port / Visakhapatnam Port, India.

Prior to this, the company had floated a tender for the purchase of 60,000t imported met coke in end Apr'26, with two shipments of 30,000t parcel size each.

Unlike the previous tender, this tender places strong emphasis on supplier qualification, technical capability, and quality assurance, producer capacity requirement of minimum 300,000 tons and having an experience of minimum 50,000 tonnes LAM Coke supply during Apr'21-Mar'26. Bidders must submit producer credentials, past supply records, audited financial documents, test certificates, and approved load-port inspection agency details.

Also, the previous floated tender had 64% min CSR desired by RINL; however, in the recent tender, it has been set at 65% min.

Pricing will follow an index-based mechanism, with FOB price linked to the FOB Indonesia 65/63 CSR index of May'26 along with a fixed differential percentage throughout the contract period. Offers will be evaluated on Landed Net of Input Tax Credit Price (LNIP) basis, including applicable anti-dumping duty, with scope for reverse e-auction among technically qualified bidders.

Quality compliance remains a critical requirement, with strict metallurgical specifications and rejection limits. Load-port inspection results will govern dispatch approval, material acceptance, payment, and rebate calculations. Deviations from guaranteed quality parameters will attract financial deductions under the rebate/diminution clause.

The tender includes strict commercial and governance conditions, including mandatory two-part bid submission, acceptance of all tender terms, and signed Integrity Pact. Non-compliance, incomplete documentation, or deviations from vital conditions may lead to rejection.

Overall, the tender reflects RINL's focus on securing reliable international coke supply, maintaining blast furnace quality standards, and achieving competitive procurement through transparent pricing and evaluation mechanisms.
