Bharat Coking Coal Limited (BCCL) has officially handed over its 2 million tonnes per annum (mnt/year) Dugda Coal Washery to JSW Steel, marking the country's first-ever coal washery monetisation initiative. The handover ceremony was held at BCCL's Koyla Bhawan headquarters in Dhanbad in the presence of BCCL Chairman-cum-Managing Director Manoj Kumar Agarwal, senior BCCL executives, and officials from JSW Steel and JSW Energy.
The monetisation of the Dugda Coal Washery, undertaken under the guidance of the Ministry of Coal, will help modernise India's coal beneficiation infrastructure through public-private collaboration. The project is expected to serve as a model for future asset monetisation initiatives, enhancing operational efficiency, improving resource utilisation, and accelerating private-sector participation in the coal value chain.
The initiative aligns closely with the Government of India's Mission Coking Coal, launched by the Ministry of Coal in 2021. The mission aims to increase domestic raw coking coal production to around 140 mnt by 2030, reduce import dependency, and raise domestic coking coal blending in steelmaking from the current 10-12% to 30-35%. Achieving these targets will be critical to strengthening raw material security for India's rapidly expanding steel industry.
In 2025, India's coking coal imports stood at 62.2 mnt, rising by 8% y-o-y. This was also 11% higher than the 56 mnt India imported in 2019. According to BigMint projections, the country's coking coal demand from both steel and non-steel sectors is expected to reach approximately 94 million tonnes (mnt) by 2030, excluding pulverised coal injection (PCI) requirements. In contrast, India's coking coal washery capacity stood at only around 40-41 mnt as of 2025. Additionally, washed coal output for steel production stood at N mnt, a fraction of the country's requirement.
With JSW Steel taking over operations, the Dugda Coal Washery is expected to adopt advanced coal processing technologies, improve coal supply chain efficiencies, and promote sustainable beneficiation practices. The project is also anticipated to generate employment opportunities and support industrial growth across Jharkhand and neighbouring regions.
